Every year, the people of the Protectorate are forced to sacrifice the youngest child in the village to satiate the evil witch in the forest. Every year, a very confused witch named Xan recovers the abandoned babies and takes them across the forest to families who will love them. Xan is a peaceful witch, living in the forest with a poetic Swamp Monster and a baby dragon. As she carries the babies across the forest, she feeds them on starlight. She has absolutely no idea that the people of the Protectorate fear her existence. In fact, the Elders of the Protectorate aren't actually aware of her existence; they simply use the story of the witch to scare and control the people.

One year, Xan forgets the full moon, and accidentally feeds her precious cargo on the moonlight. While stars are magical, the moon is actual magic--and Xan suddenly finds herself raising a very magical and very unpredictable little girl. Luna's magic is so great that Xan decides to lock it away inside the little girl, till she is old enough to control her powers.

In the Protectorate, a boy named Antain grows up as apprentice Elder. He was there when Luna was taken from her mother for the sacrifice. He was there when the woman was locked away in the Tower, where she went mad. Now he is grown, and his son is the youngest baby in the Protectorate. Antain knows what he must do to save his family: he must kill the witch.
